At the present time AENA is in the process of harmonisation and standardisation of the aerial information in Spain within the European frame. To this end it is working on the incorporation of the AIXM Standard into the design of its data model; it is also studying the possibilities of  handling the information and the dynamic geoinformation through the NOTAM. This process, still in its exploratory phase, is a sensitive topic within the organization; every effort oriented to accomplish this task is worthwhile.

In this project several possibilities of exploitation of dynamic data in the company will be explored as well as the tecniques of implementation of the AIXM 5.0 Standard and xNOTAM. The realization of a purely research stage is intended during which GML (Geography Markup Language) based elements will be developed for the efficient dynamic storage of vector geodata; in a subsequent stage the results obtained will be tested and applied for their appraisement and implementation. Since the research component plays a significant role in this project, two different phases and periods are proposed, the first one being defined in this document.

Objectives

The objective of the project is to research the applicability of the AIXM specifications at the Aeronautical Information Division with a view to the storage of dynamic geographic information

The possibilities provided by GML for dynamic data will also be explored, and new alternatives for storage of the dynamic vector information will be proposed. We emphasise the theoretical and conceptual viewpoint as mentioned above, leaving the assessment and implementation stage for a subsequent phase.

 

The specific objectives of the research are as follows:

  •  Analysis of AIXM and its feasibility for storage of dynamic geodata.
  •  Study and proposal of new forms of GML-based dynamic information storage oriented toward compliance with international standards and support of data reading and interpretation at AENA.
  •  Guidance of AENA’s staff regarding the preliminary results obtained and preparation of informative, capacity-building conferences for dissemination purposes.
  •  Presentation of detailed information and research report with results and progress achieved.

 Discover the appropriate storage methodologies that should allow optimising the processes of query and visualization of dynamic information associated to aerial navigation.

Aeronautical SDI Server

At the present time AENA publishes on its Web portal a wide variety of information which is very useful for the personnel related to aeronavigability. This information, available with public or private access, is currently published in PDF format and it is actually somewhat limited if we take into account that we are dealing with geographic information. In the Aula an improvement of the methods of the current publication of the Aeronautical Information Division geodata is raised and their future incorporation into the Spanish SDI contemplated.

Initially the possibility of setting up an internal SDI (Intranet) will be studied; this would serve as a pilot study to assess whether the basic concepts of the conventional SDIs are applicable to aerial navigation information which from several perspectives appears to differ from the geographic information that is usually incorporated into SDIs. This assessment will allow defining the characteristics necessary for the establishment of the SDI and finding out whether a specific framework should be built for the creation of Aeronautical SDIs.

After having realized the analytic component, a conventional map server will be implemented as an expeditious manner of information publication; later the study of the implementation of an integral SDI will be started. Finally, in future phases it will be possible to propose programming of specific tools for navigation that will be incorporated into the map server interface.

Objectives

The objective of the project is to research (starting from a previous deep data analysis) the feasibility of an Aeronautical SDI and later to set up a basic aeronautical map server and related applications

 

The specific objectives of the research are as follows:

 

 For Phase I: Analysis of data and SDI feasibility study

  •  Analysis of dataset to be incorporated into the SDI.
  •  Make sure that the information intended for publication complies with the minimum requirements.
  •  Evaluate whether the aerial navigation data may be incorporated into a conventional SDI or they should be handled differently for them to be useful.
  •  Study the elements to be taken into account for an Aeronautical SDI.

 

 For Phase II: Creation of a basic map server

  •  Design and develop a map server based on OpenSource tools.
  •  Prepare a manual/course on the use and manipulation of the available tools in the map server.


Key Results 

Results anticipated for AENA

 Count on the minimum map server enabling the publication of the geographic information the institution considers appropriate, as long as that information complies with the necessary minimum requirements to be published.

At the present time the Aeronautical Information Division of AENA is in a process of internal restructuring that concerns administration of aerial navigation related information. This process involves changes in data architecture, ICT infrastructure and a unified model for data distribution.

To that effect it is necessary to define a minimum metadata profile with which the information should be orderly stored and adequately described, anticipating that the information will be shared internally and externally through possible SDIs, available on the Intranet or the Internet through the Spanish SDI.

The project presents the following objectives:

 [1]. Carry out a study of the cartographic information held by the Aerial Navigation Department of AENA, capable of building the corresponding metadata.

 [2]. Define a minimum metadata profile that enables to describe the data in a full, orderly manner.

 [3]. Define a specific plan of action for the Aerial Navigation Department allowing implementation of the process of cataloguing of its cartographic products.

 [4]. Implement a basic catalogue of metadata in which the metadata created by the organization are collected.

 [5]. Communicate to the Department staff the activities developed in the project through a training course.

 

Objectives

The objective of this research line is to realize the use and implementation of metadata as a base for any development of services and applications within the geo aeronautical information scope

 

The specific objectives of the research are as follows:

  •  Carry out an inventory and analyze the information presently held by the Aeronautical Information Division of AENA and indicate which products are capable of creating their metadata.
  •  Carry out a survey of the existing metadata regulations relative to the cartographic production for aerial navigation. Subsequently definition of a functional, operative metadata profile meeting the specific needs of AENA, together with the defined methodology for its implementation.
  •  Define a specific Plan of Action according to the variables detected in the study that enables to set up the process of cataloguing of the products of the Aeronautical Information Division through the training of AENA staff in the topic of metadata, and the join creation of a sample of products between the Department and the Cataloguers Group (GrCat).  Finally, creation of metadata of a group of products of interest under the defined profile.
  •  Instantiate the implementation of the created metadata in an OpenSource type free catalogue.
  •  Inform the staff of AENA about the process followed for the accomplishment of every objective.

One of the essential activities in civil aviation is the one deployed by the Aeronautical Information Services (AIS). The object of this service is to ensure the necessary information flow for the safety, regularity and efficiency of the international aerial navigation. In Spain the Aeronautical Information Division of AENA is in charge of providing this service to users; this Division in particular publishes and updates specific aeronautical cartography for flight operations. The aeronautical charts provide an adequate method of providing this information in a manageable, condensed, coordinated manner. Consequently most aeronautical segments consider them a basic reference for planning, aerial transit control and navigation.

At the present time the technological evolution of aircrafts allows creating the appropriate environments for the presentation of aeronautical charts at the pilot cockpit through electronic devices. The development of solutions on the basis of this new technological context may even reach beyond the printed charts, undoubtedly providing great advantages. However, in order to reach efficient results in the context of the electronic presentation of aeronautical charts, it is necessary to assess new methodologies of geographic information visualisation far from the direct translation of the printed to the electronic format.

The proposed project centres its efforts in the pursuit of solutions of cartographic visualisation fed by the data generated by the AIS of AENA; these solutions should communicate the information of situations and attributes within the aeronautical scope in a functional, attractive and effective manner.

  

Objectives

The objective of the project is to discover a coordinated set of cartographic visualisation solutions which, when translated to the electronic presentation of aeronautical charts (preferably on flight), remarkably achieves enhancement of its value and effectiveness in terms of message communicability


Thus we aspire to translate the set of proposed solutions to different purposely created visualisation applications which should benefit of the advantages anticipated in the proposed theoretical visualisation models.

 

The specific objectives of the research are as follows:

  •  Study the scope of aerial navigation in general and the aeronautical cartography in particular.
  •  Carry out a semiologic/cartographic analysis of the problem within the Situational Awareness (SA)".
  •  Identify the technological bases needed for the development of dynamic cartography systems.
  •  Realize (in a second phase of the project) a small application of visualisation of interactive aeronautical charts over a preferably mobile device.

 The development and application of new visualisation methodologies consistent with the information, the environment, the cognitive capabilities of the pilots and the maximum safety implied by aerial cartography.
